On 27 June 2023, the UN Assistance Mission in Afghanistan (UNAMA) published a report on the number of civilian casualties caused by improvised explosive devices (IEDs) in the period 15 August 2021-30 May 2023. According to the report: IED attacks on places of worship, mostly Shia Muslim sites, accounted for more than one-third of all civilian casualties recorded during the reporting period. In addition to attacks on Shia places of worship, the report said there were at least 345 (95 killed, 250 wounded) casualties as a result of attacks targeting the predominantly Shia Muslim Hazara community in schools and other educational facilities, on crowded streets and on public transportation.

World Watch Research analyst Thomas Muller comments: “While the report acknowledges that the overall number of civilian casualties since the Taliban takeover in August 2021 dropped (to a still high 1095), the danger from IEDs actually increased, especially for ethnic and religious minorities, such as the Hazara. Apart from IS-K, which is responsible for most of the IED attacks, al-Qaeda also poses an increasing threat to Afghans, including all small religious minorities in the country (Premier, 3 July 2023).”
